Alfonso Arroyo has a degree in Law from the University of Barcelona. He completed a Master’s Degree in Tax Law at the Complutense University of Madrid (1991-1992), a Master’s Degree in Tax Consultancy and Management at ESADE, Ramon Llull University (1992-1993) and a Master’s Degree in Real Estate and Urban Planning Law at Pompeu Fabra University (1994-1995).
In 2010 he completed doctoral courses in administrative law and defended his dissertation, obtaining a DEA (Advanced Studies Diploma) from the University of Barcelona with a distinction cum laude. In 2013 he obtained a doctorate in law from the Ramon Llull University with the thesis ‘The subjective scope in Spanish public sector procurement regulations: foundations and chambers of commerce’.
In 1993 he obtained the position of Legal Adviser in the Legal Department of the Tax Management Organisation of the Barcelona Provincial Council. In 2000 he joined Landwell, and in 2003 he joined Joaquín Tornos’ project, becoming a founding partner of Tornos Abogados.
Since 2001 he has been a Professor of Tax Law at the Esade Law School (Ramon Llull University) and since 2009 he has been a professor of Administrative Law at Esade.
His specialities are tax law, public procurement, claims for payment from public administrations and general administrative law.
He is a member of the Barcelona Bar Association (ICAB).
Recognized since 2013 by the European directory Best Lawyers in the categories of Administrative Law and Tax Law.
In 2025 he was recognised by the directory of the prestigious European Guide Chambers and Partners in the category of Public Law.
